Report : the ultimate liberalization

In June 2008, the ICANN has announced the total liberalization of domain extensions.  In other words, every entity that wishes and that can meet the criteria defined by the ICANN (see below) can create the extension of his choice.  This way, extensions such as .sport, .business, .health can see the light of day.

As domain name specialist, Register.be presents his services to take care of the technical, legal and administrative aspects of this procedure.  We also keep you further informed about this hot topic, which will cause a revolution on the Internet.

For the moment, the rules to follow for obtaining your own extension are not yet known.  These will be decided during the next ICANN reunion in Cairo from the 1st till the 7th of November.
In the meantime, we can already give you the following information:

    1.  An unlimited number of extensions can be proposed, as long as they are within the limit of the opposition procedures (see no. 4).  The candidates are limited to existing private and public entities.

    2.  Specific periods would be reserved for the handing in of request documents.  These periods would happen every 12 to 18 months.  Candidates could enter during a period of 30 days.  This would be followed by a period of 45 days, in which the complete file must be handed in.  The handing in of files can only happen through a web interface.

    3.  Every candidate must prove that he is able to organize and manage their own extension, both financially and technically.

    4.  All candidate entries will be published to allow a period of opposition.  Several motives could be presented such as the risk of confusion with an existing extension, the violation of rights of a third party, the violation of the morale or of the public order, or the violation of a common interest.  Court centres will be charged to handle the oppositions.

    5.  In case several files for the same extension have been approved, the ICANN proposes two alternatives to settle the registration: the organisation of an auction or a comparative exam between the files.

    6.  The registration cost for a personalised extension at the ICANN can vary between $ 100.000 and $ 1.000.000 per extension.  It should be noted that there will also be other costs for the creation of a new extension.  The total budget will therefore be higher.

    7.  The categories of extensions will be numerous.  Holders of trademarks will of course be interested in creating their own extension, guaranteeing a monopoly, without the risk of fraud.  There will also be interest from multinationals, cities, communities, etc.
